Abstract:
During a rising disaster or catastrophe, such as in the Iranian Conflict 2026, critical infrastructure around the Gulf region is hit in multiple neighbouring states (Reuters, 2026). For instance, this led to a full air traffic stop in the sky and on the ground in the Emirates and many other bordering states (The Independent, 2026). Civil and military emergency services are struggling with the ever-worsening crisis and the increasingly complex cooperation between the various emergency service organisations. In addition, each rescue organisation is structured differently. This complexity increases further when two countries cooperate in search, rescue and evacuation (Cyprus Mail, 2026). This paper implements the service engineering thought into disaster management and displays it on a matrix-related metalevel for scaling and varying multiple organisations by using service engineering blueprints and design structure matrices. This is intended to accelerate search and rescue procedures and make them as error-free as possible.
