Abstract:
European countries are increasingly turning to nuclear energy to meet future energy demand. However, the current Dutch nuclear ecosystem is relatively underdeveloped and therefore requires substantial, targeted development and government incentives. Given the multifaceted and interdependent nature of such innovation-based ecosystems, systematic approaches are essential for effective and targeted policymaking. This article proposes a systems engineering methodology that uses Multi Domain Matrices (MDM) to represent and organize multiple facets of such ecosystems, and sequencing and clustering algorithms to find technology gaps, advantageous collaborations, and potential control points. The fundamental concepts and methodology are demonstrated via both an illustrative example and an application to the Dutch nuclear ecosystem.
