Abstract
Developing systems to digitize government operations is a key aspect of public sector digital transformation. However, such efforts often face significant challenges, particularly due to overlooked strategic issues like resource constraints and balancing the divergent needs of stakeholders. UX strategy, a systematic planning approach, leverages user insights to address these challenges and meet long-term objectives. This case study explores how a UX strategy can help overcome these barriers and drive digital transformation in the public sector by examining its application in the design of Taiwan’s Animal Exhibition Operators Management System. The findings demonstrate that a UX strategy provides tangible value in public sector contexts, including more rational resource allocation, aligned diverse perspectives among stakeholders and stronger collaborative efforts with the public sector based on mutual trust. Lastly, we propose a UX strategy framework tailored to public system design and highlight its practical value.
